RC Transfer for Two-Wheelers in Maharashtra: Forms, Fees and Timelines

The Registration Certificate (RC) is the legal proof of who owns a vehicle. Until it's transferred, the old owner stays liable for challans and worse. So when you buy a used scooter, the RC transfer is not paperwork to postpone; it IS the purchase. Here's how it works in Maharashtra, in plain language.
The two forms that matter
- Form 29: the seller's notice of sale, reporting that the vehicle has been sold.
- Form 30: the buyer's application for transfer. For a sale within the same state, the buyer is expected to apply within 14 days of the transfer.
The online process (Parivahan)
Maharashtra supports the online route through the Parivahan portal, and many RTO services here are part of the faceless programme with Aadhaar-based eKYC. The broad steps: open Vehicle Related Services on parivahan.gov.in, enter the vehicle number, verify with the OTP sent to the registered mobile number, choose Transfer of Ownership, fill the buyer's details, upload the documents, and pay the fee online. Forms 29 and 30 are generated for signatures, and depending on the RTO you either finish fully online or submit the signed set physically.
Documents to keep ready: the original RC, valid insurance, a valid PUC certificate, and the buyer's ID and address proof. The base transfer fee for two-wheelers is modest (a few hundred rupees), and same-state transfers commonly complete in one to two weeks. Fees and steps do get revised, so treat the Parivahan portal as the final word.
Common mistakes
- Paying the full amount with no transfer plan: agree in writing who files what, and keep copies of everything.
- Ignoring pending challans: check and settle them before the sale, or they follow the vehicle.
- Letting insurance lapse mid-transfer: the policy should be endorsed to the new owner, not left in limbo.
- Skipping the chassis-number check: the RC must match the vehicle, always.
Or skip the queue
When you buy from Skooty, we prepare the sale papers and handle the RC transfer process with you as part of the purchase. You ride; the paperwork is our problem.
